Nope, of all the nations that signed the Nuclear test ban treaty, all can, but they have a certain reporting process they go thru. Because of the " sharing of knowledge" many nations don't test their weapons anymore, cause they know they work. Russia hasn't exploded one in many years.

I think china is the only one who has tested in the last five years.

No. Exclusivity for nuclear tests is not only confined to the U.S. France, Great Britain, Russia are among other countries legally allowed to make tests.

the United States of America has no legal rights or sanctions into any other country in the world or universe. No one likes anyone doing nuclear tests and what we see and hear on the news is strong dislike similar to telling your kid no over and over when he is pestering you but actually not getting any positive response until you whack him one...in other words...talk without repercussions is a waste of every bodies time and energy...

Any country with nukes can test them. However currently there is a self imposed moratorium on nuke tests by all current nuke powers with possible exception of India and Pakistan. There is a treaty that bans all above ground tests.

China-Usa-Israel- Russia-france-Britian- even pakistan and india has nuclear testing.

Now Iran and North Korea are preparing.

No body listens to usa.

china, france, UK, russia (the members of UN security council) can , and now iran, pakistan, india. israel has always done it with or without permission.for many years, it was a secret defense information in tel aviv, even the USA didn't know abt that (check about JFK mandate).and don't forget north korea.
