No the IRS is part of the federal government. Some people try to claim it is a private corporation. The Government disagrees.

The IRS is an entity OF the government, and therefore does not pay taxes to itself, just as the Department of Education does not pay taxes, of the Supreme Court does nto pay taxes. Individuals working for these entities do pay income taxes just like the rest of us, but the entities do not. They are, however supported by taxpayer dollars.

No but I'm sure If IRS do it will some how increase our taxes.

No but that is a really good idea. You should submit that to them and make sure that you include your Social Security number so they give you the proper attention you deserve.
