What free program can I use to equalize the average decibel level of a batch of WAV files?

I have a set of some 180 wav files. I'd like to make these files to all have the same average decibel level (or maximum decibel level). I think I have a program that will do it individually, but I'd like to find a program that will do the whole group at once. What free program can I use?
