I think that it is alright to sleep in the same room if you have to, but in the same bed that is not right. It also depends on the age of the brother and sister. All in all I think that they should have their own beds.

When children hit the age of 5 (or somewhere around there) they start to become very private and possibly begin to get a little embarrassed by their body. This is the age where children of different sex need a private place for themselves.
After age 5 childrent should not be in the same bed...

buy bunkbeds if you cannot afford a place with enough bedrooms. I personally don't think it's a really good idea unless they are twins and newborns sharing the same crib. I think it creates a bond that is not natural between opposite sex siblings. If everyone is sharing one bedroom and mom and dad are also there that is different but hopefully that would only be for a short period of time due to unfortunate circumstances or summer vacation.

After the age of 10 I don't think it's a good idea. Even under 10 they should have their own beds.

Age is the most deciding factor, beyond that there are other things that you did not say in the questions.

Is it in a hotel for the night because there aren't enough beds?

Is it because they only have one bed and are poor?

More details.

If they are 6 or younger, there is almost certainly nothing wrong with it. Older children should ideally have their own beds, however.
