For me, its best to discuss it face-to-face or on the phone. Just get it over with. Tell the truth. Don't drag it out by going to lunch or dinner. Restaurants are for happy occasions... not for crying.

I suggest that you take this person out to a place where there isn't too many people, where you can talk without interruption and confusion.

Coffee shop. It's in public so the person can't cause a scene. Plus, a meal there is short.
