Ocean City MD is a built up resort, but they feature a pirate themed amusement park called Jolly Roger, as well as excursions on a 'pirate' ship with activities for kids. A similar excursion can be found out of DE, in Fenwick Island, but the pace is a little slower. Rehobeth Beach DE is further north, but still close enough to the pirate activities in Fenwick, and is more family friendly on its boardwalk area (read: cheaper).

After that, Mrytle Beach is decent, but not sure about the pirate activities there. A lot of this depends upon where you are travelling from and how much you want to spend.

Try the the caribbean its alot warmer (this time of year), and cheaper in places than mainland USA. Eg;Jamaica ,St,Lucia , Bahamas or even Mexico yucatan penninsula.
