darkness around the eyes is usually a sign the person needs more fresh air and exercise.
around the mouth seems serious, I am not familiar with that at all.

"Bags" under the eyes is usually a sign of liver problems, usually liver congestion. I suggest going to a naturalist and/or a natural nutritionist to see what can be done to help clean out the liver. Some chiropractors that deal with nutrition can help too.

lack of sleep can cause dark circles around eyes.try taking multivit,might work.
