I use Benadryl for eye puffiness. Watch out, it can make you sleepy.

I don't know about the eye puffiness, but there is a tylenol allergy that has both tylenol and sudafed with decongestant. You may have to ask at the pharmacy counter.

I've sworn by Claritin all my life, it works very well for all those symptoms of hayfever and any kinds of allergy related symptoms, and it won't make you drowsy like Benadryl either.
