Well I was under the impression it was a neighbor's dog bothering you...
I didn't think your dog would be allowed to continue to bark...
I always bring my dog inside so as to not disturb the neighbors if I am home..

If this is your dog.....I agree with the other posters-don't cut your dog's vocal cords. That shouldn' even be an option. You could try an anti-bark collar, particularly a collar that will spray a puff of citronella(an adversive stimulus) in their face anytime they bark. Overtime, the dog learns not to bark.
If the dog is barking when you are at home, you could get a spray water bottle and try squirting him with the water anytime he barks in your presence. Don't talk to him when you do this, because you don't want to give him attention.
The most important thing is that you don't want to give your dog positive reinforcement(reward) for barking. Don't yell at him or give him attention, because he may only bark more to get more attention. Most people have this problem, which is why citronellla collars and spray bottles are so effective. Both options allow you to correct the dog without providing attention.
BTW, make sure your dog isn't barking for a reason ( such as a medical problem, pain, hunger, thirst, etc.) before trying to stop the barking.

Wow, I can't believe the people suggesting that you cut the vocal cords. They can still make an annoying sound when they have been de-barked, and not to mention the cruelty factor.
If it's your dog that's barking, it sounds like you need to invest in training. You can teach dogs to quiet down or hush. Bark collars can cause fear and anxiety issues.

Every time the dog begins a long-winded barking session, call the neighbor and ask them if they know that their dog is barking. They will get the message soon and if the problem continues it becomes a legal issue.
However, if it is your dog, try training, a 'bark collar', surgery or get rid of the dog. Your neighbors will love you for it!

Muzzle it. Whatever you do, DO NOT get its vocal cords cut. That is horribly cruel. And a bit of advice, if you do not want to hear a dog bark, then don't own one.

I suppose you could get a muzzle. Some people have gone so far as to have their dogs' vocal cords cut, but that's pretty damn cruel.
