Okay, there is registered owner. That is the person who has care, custody, and control of a vehicle. That person buys insurance. There is the legal owner. If the registered owner is the person who buys the car, he/she is the legal owner. If the registered owner has leased a car, the leasing company is the legal owner. The registered owner still buys the insurance. The difference comes into play in the event of a write-off situation, when the insurance payout goes to the leasing company, because the vehicle belongs to them. The registered owner cannot sell a vehicle unless he/she is the legal owner.

No, but it does have to match the vehicle. The VIN number showing on the insurance has to be for the vehicle insured. *I* could go put insurance on your car if I wanted to.
