it means when you build something the most important part in ensuring its strength is to have a strong base or foundation.. same in relationships, You can not build a strong relationship if you start out with problems.. ie, one or both of you are still in existing relationships when you get together.. that would qualify as a cracked foundation.. it means that the base of your relationship is not solid and no strong relationship can come of it!

This means if you want to do something right, you have to select the correct path first. If you build a house in a cracked foundation what will happen, though you build it correctly it will callapse soon. Do it correct way.

It means that you must lay the proper groundwork ("foundation") before undertaking any large task, especially setting up an organization. Fundamental organizational flaws - a lack of checks and balances, a failure to adequately provide for waste disposal, an inability to replace malfunctioning leadership - can doom an organization ("a house") before it is even completed.
Plan well, and the house will stand.
