Go to Tahiti. We went to the top of the mountain at sunset and there was this restaurant that served fondue that was spectacular.

Fly to London, have real British Fish and Chips on a friday evening in Soho, then take the tube around the city til the wee hours, looking for interesting pubs. The next morning, take the chunnel train to Paris, and have an early evening dinner at a Brasserrie on the Seine under the Eiffel Tower, then find a bed and breakfast with a third story attic to spend the night.
Fly home Sunday, exhausted but happy, and laugh at the churlish security guards at Kennedy; for you have had a Seriously romantic weekend!

Rome, Florence, Venice with a day trip to Pisa. Allow a week.
See the ruins of ancient Roma, spend time in Florence seeing the David and the Uffizzi. Share a gelato, eat at a trattoria. Sit together on the train to Pisa, hold hands at the Field of Miracles. Climb the Leaning Tower.
And what is more romantic than a gondola ride on the Grand Canal? It'll cost 100 euros but worth it.

Romance is a state of mind, when 2 people are in love...anywhere can be romantic but yes the setting will enhance the moment if it is not over done and too much expectations.
Here are my recommendations:
Rome- it is beautiful and full of places to go, to dine, to shop....can rent motorbikes...and cruise. Ultra romantic with the old pebblestone roads and wonderful sites....cafes and lots of wine.
Cruise to Alaska- so so so extraordinary, the sky is full of colors and lights like nowhere else....can cuddle on deck with warm cup of cider of some nice red wine
Tahiti- awesome water, sofe sand....rent a hut on the water and have room service delivered by tiny boats....and get a wonderful tan after a nice spa treatment next to the water.
Osaka- rent a old tatami style hotel in the mountains with hot springs...so sexy making out in warm mineral water outdoors looking at sunset with a chilled bottle of sake...

This question so not to do with dining-out, but a surely romantic place would be to whisk yourself and him off to France - Paris. Or even Italy - Sicily. Different language. Food is great. And both countries certainly symbolize passion and romance which would be inspiring in a good way to build upon the relationship status. XD

Somewhere in the Northeast that's not a big city... so like maybe Vermont, Maine, New Hampshire? they're not considered vacation spots, but at least it will just be you and your boyfriend in the middle of nowhere. but it's cool... no other tourists around, you can see the stars at night, the leaves are turning colors now, and since it's getting colder, you can dine and/or snuggle by the fireplace.
