Maybe a craft kit and you could teach them a new skill.
Something you could do together.

Teach them the meaning of Christmas.
Start talking to them now about Christmas and the joy of giving. Let them know that a lot of children will go without a Christmas gifts. Ask them how that might feel. You've opened the door now so ask them if they would like to go through their toys and wrap them up for other children to receive on Christmas morning.
The time you spend helping them with this will be fantastic for all of you. You will be able to teach a lesson they will never forget and maybe create a new tradition!

Put a little bit of money into an account for them, and then write them out a special letter - like a fairytale scroll, explaining how it is like treasure and when they are older/in the future, it will be waiting for them.
It might get them into the concept of saving up, and make them understand the value of things. They might not ve very impressed when they are ot given yet another piece of plastic, but they will remember it when they get a bit older, that's for sure...

How about junior cook books, then they can drive their mother crazy in the kitchen :D Noisy toys are also great - go for things that go beep or making really annoying sounds. One of my better gifts was tubs of glow in the dark insects for my friend's kids. It took years for them to all disappear. Oh yes - slime is great too. Go for disgusting and gruesome as possible - kids love it and their parents will be wonderfully grossed out. Museum shops are a great place to look. Lego is also great - there are so many different sets to choose from and the pieces really hurt when you stand on them barefooted and it gets everywhere. Ahh the joys of other peoples kids hehehe......

Get them each a really cute purse - different types. Stuff them with some candy/snacks, hairbrushes, clips, bracelets, mirrors, jewelry, scarves, etc. Wrap each thing individually and then wrap the purse. Shop the 99cent store for the fillings and then if you have extra money put some in the purse. Little girls love the dress up items and we all love the concept of our own cash. Happy Holidays!!

my girls never seem to have enough pens, paint, paper, glue, glitter, felt pens, rubber, sellotape, pencil sharpener etc. When im suck for something, i just fill up a large gift bag full of the stuff, add a small cuddley toy, funky pencil case and they are happy for hours. With kids that age the felt pens would have lost there lids within a week and dryed up, so you get more the next year.

A day out during the Christmas holidays. They will be so excited - something to wait for after getting all of their presents and soon being fed up with them - it will make a nice break and also make you closer to them.
Zoo
Museum
Cinema and pizza meal
Park
ice/rollar skating
A swimming pool park
etc
Have a great time together!!!

Have you seen those personalised story books you can get?
You get to put the childs name, plus some family and friends names in and they all get incorporated into a story.
All for about a tenner. These sort of things last a lifetime and the kids will love them

Every ballet company in the universe does Nutcracker at Christmas. Buy matinee tickets and take them, all dressed up, as a special treat.

Maybe it's time to forget the toys and get them something different. I'd suggest some books, either fiction or non-fiction or maybe a chemistry set, sothing that will get their brains working! Failing that gift certificates are always a good fallback.

Adopt them a wild animal? You know, an orca or an elephant or even something native to the country they live in. Some of the best adoption programs give loads of regular updates on-line and it'll teach them loads. Or, tree hugger in me coming out here, buy them a TREE to plant?!?! Just a thought!
