This what Qur'an syas
{O you who believe, stand for God and be witnesses for justice, and let not the hatred towards a people make you avoid being just. Be just, for it is closer to righteousness, and be aware of God. God is expert over what you do}

Wrong. There exists nothing in the quran which gives reason to lie.

On the contrary check these quotes from the quran:

Respect and honour all human beings irrespective of their religion, color, race, sex, language, status, property, birth, profession/job and so on [17/70]

Always speak the truth. Shun words that are deceitful and ostentatious [22/30]

Say with your mouth what is in your heart [3/167]

Speak in a civilized manner in a language that is recognised by the society and is commonly used [4/5]

When you voice an opinion, be just, even if it is against a relative [6/152]

Knowledge is not when you hear what others say, but you must find.

No such thing. Do you think that the Quran is totally different from the Ten Commandments? All are the orders of the One Almighty God/Allah.
Thou shall not lie....I think it is in that manner.
Thou shall not kill
Thou shall not steal
Thou shall not commit adultery
...ect.
You might not be a Christian or a Jew, in any case, Islam has similar prohibitions, with regards to the above, as those two religions.

Quran actually criticizes the People of the Book of those time who thought it is ok to cheat people of other religion/pagans
"Among the People of the Book are some who, if entrusted with a hoard of gold, will (readily) pay it back; others, who, if entrusted with a single silver coin, will not repay it unless thou constantly stoodest demanding, because, they say, "there is no call on us (to keep faith) with these ignorant (Pagans)." but they tell a lie against God, and (well) they know it. " Quran 3: 75.

"O ye who believe! stand out firmly for Allah, as witnesses to fair dealing, and let not the hatred of others to you make you swerve to wrong and depart from justice. Be just: that is next to piety: and fear Allah. For Allah is well-acquainted with all that ye do. " Quran 5: 8.

NEVER ever came across that says something like that. infact there are verses that says one shouldnt take away right of others.

Al-Baqara | 286 verses | The Calf سورة البقرة
Sura #2 | Madina
177 It is not righteousness that ye turn your faces to the East and the West; but righteous is he who believeth in Allah and the Last Day and the angels and the Scripture and the prophets; and GIVETH WEALTH, for love of Him, to KINSFOLK and to ORPHANS and the NEEDY and the WAYFARER and to those who ask, and to SET SLAVES FREE; and observeth PROPER WORSHIP and PAYETH THE POOR-DUE. And those who keep their treaty when they make one, and the PATIENT in TRIBULATION and ADVERSITY and time of STRESS. Such are they who are SINCERE. Such are the Allah-fearing.

195 Spend your wealth for the cause of Allah, and be not cast by your own hands to ruin; and do good. Lo! Allah loveth the beneficent.

An-Nahl | 128 verses | The Bee سورة النحل
Sura #16 | Makkah
90 Lo! Allah enjoineth JUSTICE AND KINDNESS, and GIVING to kinsfolk, and forbiddeth lewdness and abomination and wickedness. He exhorteth you in order that ye may take heed.

Al-Maeda | 120 verses | The Table Spread سورة المائدة
Sura #5 | Madina
8 O ye who believe! Be STEADFAST WITNESSES for Allah in EQUALITY, and let not hatred of any people seduce you that ye deal not justly. DEAL JUSTLY, that is nearer to your duty. Observe your duty to Allah. Lo! Allah is Informed of what ye do.
9 Allah hath PROMISED those who believe and do GOOD WORKS: Theirs will be FORGIVENESS and IMMENSE REWARD.

No, what is forbidden to be done by Muslims to other Muslims is also forbidden to be done to non Muslims.

And Prophet Muhammad (pbuh) once said:
" That he who cheats (when buying or selling) is not of us and the one who swindles, embezzles or indulges in any fraudulent conduct shall be in the fire. "

Surah An-Nisa 4.29:
O you who believe! Do not eat up your property among yourselves in (worthless) deception: But let there be among you exchange and trade by good-will: And do not kill (or destroy) from yourselves: Surely to you Allah has been Most Merciful.
