Unless you want silk you are going to have a really hard time finding tulips at this time of year. What country are you in? If you are in USA then try Wal-mart and the dollar stores for inexpensive decorations. Pot-lucks are pretty popular around here (Wisconsin) but some people think that they are tacky, so depending on your resources and guest list you might want to go to a buffet restaurant (which is what i did, but we only had 16 people there) Good luck!

Here's my idea:
Have the wedding outdoors at a park (one with shelter, scenic like park). Those are FREE! You just need to make sure that you are aware others might be dropping by that weren't invited to participate.
Use fake flowers for decorations and bouquets. You can get these rather cheap at Walmat, Jo Ann fabrics, etc. A nice piece of ribbon tied at the bottom of the stems and you have a bouquet. There are tons of cheap vases, bowls to put flowers in as well.
Have a reception at the same park or in a family members backyard. Make it a pot luck! Have all of the guest bring a side dish and you supply a main course, serving ware and drinks (lasagna or cold cuts works well).
Streamers, ribbons, ballons and strands of fake flowers (or ivy) work good for decorations. Candles too. These are relatively cheap and you can find them just about anywhere.
Have fun with the planning and watch your budget and you can have a great wedding for a small amount of money! Remember that the wedding is about two people and their love for each other not a big show!

Tulle is a great fabric to work with. They sell archways for about twenty dollars and that can be where the bride and groom stand to take their vows, a walkway of tulle from where the bride walks in all the way to the archway, maybe even strung with Christmas lights. I would go with all finger foods, pick up already prepared or if you have close friends ask for help with the food. Tulips may not be in season where you are, therefore you may have to use silk.

well tulips at this time of year may be a problem unless you get artificial ones, do you have any financial help from the grooms side here? there are lots of pound sores or dollar stores that you can get good artificial flowers very cheaply. the same for wedding invites etc, use your computer to design them and print them out .that's very cheap.I have enclosed a link below on planning a wedding on a small budget it has some good ideas that maybe you can adjust to suit your nieces plans.

Purchase the flowers yourself at a florist outlet if available, and have friends make the food, (friends that are good cooks) have the wedding at an outdoor area that is free or inexpensive, someone who has a nice backyard that is willing to allow you to use it. Well, I don't know much about where you live or what type of climate you might be dealing with, and you sure are on a time crunch, that's for sure...my advice with dealing with the budgetary side is hold a quick wedding shower - that usually means cards with money inside.
