Here's the best idea. I did it for my parents and they couldn't believe it!
Find out what china pattern of dishes they got for their wedding, then go to an online place like Replacements, Ltd. and order a piece of china to match their set. They will be surprised because most people don't know they still make some patterns.
For my parents, I replaced a tea cup and plate that had been broken. So now the set is complete. They also have many other pieces that my parents didn't get for their wedding, that I plan on buying the future.
You can find the name of the maker and pattern on the bottom of any piece in your parents' collection. Oh, and my order was only $25 for both pieces! Very affordable.

I was in the same dilemma a month ago for my parents 25th. Get them concert tickets to their favorite singer or performer and then dinner for two at a nice restaurant. They have been together for 20 years, i don't think that they even appreciate a gift you can hand them, such as flower or a tie anymore.

The 20th wedding anniversary is the porcelain anniversary. Perhaps you could purchase something like that that's inexpensive, yet functional and represents their long time together.

on my parent's 20th anniversary, i booked a 5-star hotel resort package for them. they were not told until a couple of hours before the hotel limo picked them up, drive them to the hotel, great candle light dinner complete with flowers, chocolate, violin music, (and of course, souvenir photo), then overnight accommodation. i was able to arrange everything via remote control (i was in another country during that time). imagine how happy they were. they sent me the hotel postcard to thank me for a wonderful time.
