It means in military terms that the item concerned is no longer in active service. The dogfaces are demobbed, The ships are decommissioned. AT that stage they can be scrapped. Mothballed ships and planes are dectivated but can be recommisioned when required.
Military lingo is so much Orwellian doubletalk but they actually mean a specific condition or state of affairs.

To remove from active duty. It's usually used in reference to warships.

Hi,

Well written it means all of what the others say it means...., but if said out loud by a French Canadian .... such as:

Je m'en vais faire des commissions.....

des commissions..... would mean..... shopping....

I'm going shopping.....
