Because there big dummies! if they tell you that again just know they are probley laying if they can write i not know english they do to becuse the just told you english they did'nt know english besides they would have gone to a transation site.

Simply because that's one of the only few English sentences these people know how to speak. I can only speak a very little bit of Malay. So when people talk to me in Malay, i have to tell them, "I don't speak Malay." In Malay, of course. It's a good thing English usage is getting more pervasive throughout the whole world. 20 to 30 years ago, we can't even go to places like Hong Kong or Bangkok without the fear of getting lost. At least now, even if we get lost, and we can only speak English, we can ask the natives there and they are able to answer in some broken but still comprehensible English.

Because they make it a point to at least know how to say "I don't know English" in English just in case someone tries to speak to them.
I lived in Japan for only 1 1/2 years so my Japanese wasn't very good. I could read a little and ask basic questions, but if someone started talking to me in a conversational manner I wouldn't know what they were saying so I had to learn that sentence.

Because that's probably the only English they know. I'm not fluent in Spanish, but I know enough to say "No habla espanol". My uncle had a neighbor that always greeted him with "Good morning, neighbor!" and one day my uncle had some time and he decided to have a conversation with the guy and you know what his response was? "......Good morning neighbor?" Knowing a bit of English doesn't make someone fluent, so that response is valid.

if they said "i dont know english" then they're lying and want you out of their faces asap.
or they could still sincerely dont know anything else or they cant speak english well, maybe dont understand the way you speak (accent)english, maybe american or british english. in any case, better respect their lack of interest to help.

The same thing when a question involves another language and some posters say, "I don't know Spanish (or Italian)...". I guess what annoys you is that if one doesn't know the answer then he/she shouldn't answer "I don't know" in the first place.
