No one really knows the answer because industry is not interested in finding out if they are the ones that emit the most greenhouse gases (GHG). GHG is not even really considered a pollutant and so by law it's not required to be monitored coming from a smoke stack. My guess would be the cement industry that emits the most greenhouse gasses.

Well an oil refinery emits mass qauntities of Co2, O2, H2S,No2,So2 among many other wonderful fun things right into the atmosphere. Most of these are deadly to a human if directly inhaled but dissipate drammaticly in our atmosphere. The one to worry about is Co2 because it is a naturally occuring agent in our air and almost everything on earth produces it. Plants do breath it but we dont have as many as we used to. So it just keeps on accumulating.
