God rested means he was done creating. Jesus told them in Hebrews 3:11 that those who do not believe will not enter in to heaven. If you would read from the start of hebrews 3 and one verse past what you quoted you would see. Those who are saved will find a heavenly rest and for those who are not will never find rest in hell. I want to add I could be wrong on this without studying so this is what I think. Best I can see both chapters talk of what I have said.

Heaven is not Gods place of REST.
In Genesis, the firmament/heaven lies in between where we are
and God is. (Waters ABOVE and below).
We still have to learn things in heaven, like how to gain mastery
over our spirit. Which can travel anywhere in Creation by just
thinkng about it.
The Bible talks about the PROMISES. And how the faithful haven't yet seen the promises. They are in heavan already. But when Christ returns. Many of us will get a special reward. We will be taken up to where God is, and be "given" judgement. That means we will have the right to judge others and be rulers in Creation.
I believe this is what is called the promises.
It says without the shedding of blood, there is no remission of
sin.
Blood is a symbolic term that represents our personal spiritual power.
God does nothing in vain. And some of us will go through a period of suffering so we will release all the negative energies
we hold inside. The pain and resentment. Because these things cannot exist where we are going.
KEEP THE FAITH!

If you read a little further down chapter 4 in Hebrews, it goes on a little about, those that believe will enter with Him in rest. Not the ones who have unbelief. I believe he's talking about heaven. heaven is His rest for all of us. I think the Genesis verse you're referring to, is talking about the sabbath day of rest, which involved the old laws. hope this helps you out. :)

God never gets tired so when you read the passage from Genesis it only says that He rested from his work of creation. In the book of Hebrews it's talking about how people who have come to faith in Jesus no longer are under the law and are now justified by faith and not by keeping 613 laws found in the Old Testament so we who have believed have entered God's rest. That's why we are no longer under obligation to keep the Sabbath law that was pointing to the rest we would find in Christ.

Colossians 2:13 And you, being dead in your trespasses and the uncircumcision of your flesh, He made you alive together with Him, having forgiven us all our trespasses, 14 having blotted out the handwriting of ordinances that was against us, which was contrary to us, and He has taken it out of the midst, nailing it to the cross. 15 And having disarmed principalities and powers, He mocked them in public, triumphing over them in it. 16 Therefore do not let anyone judge you in food or in drink, or regarding a festival or of a new moon or of sabbaths, 17 which are a shadow of things to come, but the body is of Christ.

God is always at work, He just isn't doing the work of creation any more.

John 5:16 And on account of this the Jews began to persecute Jesus, and were seeking to kill Him, because He was doing these things on the Sabbath. 17 But Jesus answered them, "My Father has been working until now, and I am working." 18 Because of this the Jews were seeking all the more to kill Him, because not only was He breaking the Sabbath, but also He called God His own Father, making Himself equal with God.

The wrath of God is very brutal and you must follow his word (rules) because it was designed to keep us alive longer. ex. persons who are having sex, doing drugs, not listening to their parents, they die...common sense actually, if you live fast you die young...rest is considered heaven resting in peace...peace in heaven. All the Bible is really is an instruction book and a design to follow for our lives. Rebelling is how people get killed everyday, children not listining to their parents b/c they know it all already....end up hurt end up in a car wreck or a bad situtation...well, we are Gods children and thats what happens when we disobey him. God answers prayers so I do not know how he rest....

I am at rest, and to bed soon.
People who have a guilty conscience are never at rest. Simple huh !

God is always at rest and always active. Like all of us.

I think we're kind of like a cake in the oven. God is waiting until he can poke a toothpick in the middle to see if we're done.

His rest is heaven. The seventh day is death. We who incur the wrath of the lord will be denied heaven.
