buy him/her english books of subjects that intrests him... like comics or childrens story books or anything for that matter.....so in this way he will develop liking for english

Read books to him in the new language, let him watch TV in that language, and help him learn how to write the alphabet. You can give him "homework" and grade it. Reward his behavior with something he will enjoy. Some libraries have tapes you can listen to that help people to learn new languages. Best wishes.
