In most states it is a county code violation. Call animal control and report it. Most of the time they will need a picture. The owner can be fined if it doesn't stop. The dog won't get punished for it but the inconsiderate owner will.

Stores like Petco will sell products that you can spray in the area the repel dogs and cats. These products are designed to repel the animals without harming them. Chances are that your neighbor knows exactly where their dogs are relieving themselves, so if all else fails you could just tell them politely but firmly that they need to be responsible for keeping their pets in their own yard. That is just part of pet ownership.

Go to the bulk store and buy 1 pound of cayenne pepper and put it around your front gate and along the site of your property, not only should the dog have teary eyes but it also keeps ants out, racoons, squirrels etc. But its environmentally safe.

Put some MSG down on the lawn where they poo at. They hate the smaell and wont even come over there. Trust me. You can buy it at the grocer and it wont hurt them, be sure you dont have a dog though or there will be poo on your carpet, they hate it that bad.

On my walks with my dog I saw a creative solution to this problem.

One person in my down puts dog treats in a container that they screwed to the post of their mailbox. On the box they painted a sign that said "Help yourself to a dog treat, and if your dog leaves one behind, please pick it up" They put both dog treats and baggies in the box.

go to petsmart, they have this great stuff that you can spray on your grass and all around that will keep the dog for doing it and if he still dose it the stuff is made to burn their butt.. not bad or any thing just like they ate a pepper.

sprinkle some hot herbs (chilli, garlic, pepper, etc) in your lawn near where they pooh. they will get the herbs on there paws and when they go to lick it later they wont like the taste and will eventually learn to stay away.
