There are lots of potential reasons for this
1. He's got a bladder or urinary infection
2. His litterbox isn't clean
3. You changed the brand of litter he likes
4. There is a change in your home that has upset him
5. You got another animal
6. He's feeling neglected
7. You moved the location of his litterbox
8. You changed his brand of food and he's not happy
Once you pinpoint what caused him to do this, you can begin to re-train him to use the box again and stop using the floor.

cats urinates outside the litter box or in strange areas other than their litter boxes they are telling you something. They could be upset or they could have a urinary infection. Take you cat to the vet check it out. If he does not have a medical issue they also have medications that will help curtail this behavior that is given on a short term basis.

if he isnt neutered do that first.. then get him checked by a vet to rule out medical problems like stones or an infection...
use non-scented clumping litter and have 2 litter boxes.. do not put the litter boxes in a scarey place (eg next to laundry machine is scarey)
if your cat is declawed this could be the problem

If the little box isn't clean.. thats a good reason why he does it.. also about your floor.. your not gonna get that smell out all the way.. the best bet to get the smell out totaly is get new carpet or hardwood floors

BETTER do something fast cat peepee (SMELL) is really hard to get rid of. MY aunt rubbed her cats nose in it and where ever he peepees put a cat litter box there. MINE would not s top so he ended up out side.THE Infection in the kidneys maybe. BUT SOUNDs like he is mad at you too.

Does he need a litter box change? If not he could have a urinary tract infection. Get him checked out.

If you changed his brand of litter he may not have adjusted to the change. Or there could be an underlying medical condition.

Well you can put him in the litter box and you should lock him in the bathroom intill he stops.

My friend was having that problem w/her cat and he had problems with his urinary tract. I suggest taking it to the vet.
