Try the Small Business Association. If you can explain the bad credit....for instance loss of job, illness etc., they may listen to you and loan you the start up capital.

Please go to the REFERENCE librarian and tell her that you are looking for a book that lists governmental agencies that provided SBA (Small Business Administration) loans to small businesses and entrepreneurs.
Also, there should be a book about government grants as well.
You need to be able to articulate your vision for your business. And if you can't, find someone who CAN!
