When you see the cover of the book, you create a first impression of it, by reading the title, and checking out color, and design among others, including if this book is new or old. This metaphorically refers to the first impression you create from a person you first meet.
When meeting someone, you see the way this person looks: how she/he is dressed, hair style, eyes, skin color, glasses, etc, being this impression positive or negative. The impression may be wrong, that's why: "don't judge a book for its cover"

It means to not judge a book by its cover. It's a metaphor for life. This can also be applied to people: Don't judge people by how they look. Same thing.

"Dont judge a book for its cover."
Usually written as ,"Don't (Do Not) judge a book by its cover."
means that like a book with a drab brown cover but exciting, interesting contents...some people are not what they seem. For instance,
Al Gore, the former US Vice President is as wooden in manerisms as a tree, but he can out lie and out-falsehood many people with normal -undamaged by excessive- marijuana use brains.about his "global warming mythology and BIG LIE".

I think it means that you shouldn't judge someone because of the way they look. Find out who they are on the inside before you make any judgements about them.
