Honestly, none. I would not trust anything but powder coating on a bird cage (which is a fancy process that is expensive to do yourself). I know it's not the answer you're looking for really, but it's the safest one. Cages for zebra finches are relatively cheap (especially if you get one at a bird show or flea market) so I'd just recommend buying a new cage in whatever color you want instead of putting your birds' lives at risk by using unsafe chemicals around them.

There is really no paint or spray-on agent you can use that I could recommend. And As "mom" said, Finch cages are so inexpensive, it would be far better to purchase a new flight cage for them than try and rehab the old one. Between fumes and residue left after the spray treatment, you might end up with a disaster on your hands. Birds are rather sensitive to chemicals and the little guys like finches are especially so.
Just purchase a new one and you won't have to worry. Both you and your finches will be better for it.

Well first off make sure they arent in the cage when its sprayed :)
From what I know paints without zinc would be an option. The less nasty stuff the better. My animals are always messing with my acrylic paints and it has done them no harm. Even when the dog ate the majority of a tube.
