Nope...not quite.
While it's impossible to enforce what happens within the home, technically it's illegal to provide alcohol to anyone under 21...period. At home, a drink with parents is one thing. If the person under 21 were to step out and get into some kind of accident (auto or otherwise) the people who provided the alcohol will be in trouble with the law.
If you're out at a restaurant, it's a crapshoot whether or not you'll get carded by the waiter (though it's increasingly common) and despite parents' presence, they can get fined for serving alcohol to someone under 21.
Start here (particularly question #70)

You'll get the gist of the law.

Yeah, an 18-year old can drink alcohol with his parents, but not legally. The parents would get in big trouble and the 18 year old would get in less trouble, but quite a bit still. Assuming they are caught.
I think Canada has a law similar to this, but I also think their drinking age is lower anyway.

"California
as of 1/1/2006
Underage Consumption of Alcohol: Consumption is not explicitly prohibited"
While it's true that the federal drinking age is 21, it is also true that in some states it is legal to drink before age 21 with parental permission. Also, some states' laws are worded such that although it is illegal to purchase alcohol prior to age 21, it's not strictly illegal to consume alcohol prior to age 21 (although many states are changing this to prevent any legal drinking before age 21).

in Colorado it is not illegal to consume alcohol with a parent as long as it is in the home and the kids arent getting wasted... if something were to happen and the cops were called and you blew over the legal limit(driving or not) your parent s will get in trouble , And I think the age is 16, but as long as it is with the parent, and in the home.

I was born and raised here in California and....
NO you can't drink, even with your parents. Believe me, I would have taken advantage of that when I was 18, haha.

As a restaurant manager in NJ, I had a table of 2 parents and 2 sons aged 18 & 20. They ordered 2 beers for their sons. We asked for proof. We could not serve their sons. They said in their state it was OK. I said not in our state.
Your Welcome!

Nope, 21! It's federal law, regardless of what the states might say. The federal law is the governing body and you can't get around it!
