Your question requires a clear definition of 'win'; a definition defined by the Iraqi people themselves. Many definitions are possible, however. It is fairly certain that all definitions will include the withdrawal of all foreign troops. Possible scenarios that define a 'win' include the following: 1. dividing Iraq into three separate countries, (a Sunni, a Shiite, and a Kurdish state) 2. A theocracy dominated by the Shiite majority. 3. A democracy that unifies/respects/protects the citizens as Iraqis 1st, above any religious or ethnic identity. Any definition requires a lasting peace.
Dividing Iraq would neither serve the best interests of the Iraqi people, nor would it insure a realistic and lasting peace. Economic and geographic issues would prevent the viability of any division. Considering the inherent natural resources as well as access to ports/waterways, it is not a practical solution.
Creating a theocracy would be even worse. Considering Iraq's Shia majority, Iraq would emerge as a puppet state of Iran. Moreover, the minority, (Kurds and Sunnis), would be subjected to unthinkable persecution. A new era of ethnic cleansing may result as well. Iranian hegemony would not only destabilize the region beyond comprehension, but would place the majority of the global oil reserves under their control. This unacceptable possibility would undoubtedly result in a global conflagration that is unimaginable.
The best scenario is for some form of democracy to be established. This does not mean a democracy that mirrors ours in the U.S. Rather, to quote Aristotle, "when all citizens alike..share in govt. to the utmost." A true win, in my opinion, would be for a unified Iraq. That is, an Iraq that places it's nationalist identity before any religious and/or cultural one. If this were achieved, then all things would be possible for them. A viable economy, educational system, infrastructure, etc. etc. would be attainable.
Iraq's position in the Arab, but more importantly, the global community, would be strengthened and respected. A voice that has been silenced for much too long, would be heard once again!
The influence and leadership that it desires in the Arab world be achievable. It would have validity as well.
Iraqis need to do some serious 'soul searching' as Iraqis. Dialogue has to be established amongst the different ethnic and religious groups. The only true win for Iraq would be one that establishes a unified Iraq. The stability achieved would be realized internally, regionally, and globally!
This is a tall order indeed!

i answered a question like this before:
i dont think iraq can win the war in iraq,simply because the iraqi people do not know how to operate in a government that is a democracy.
to my knowledge(and i may be wrong)iraq has never had that before.
the people (in my opinion)that are trying to set up a democracy do not know how,they can not because of al-quida will not allow it.
there are so many people fighting against it over there,people like that are scared of a democracy(the terrorists i mean)all they know is oppression and suppression.
in short it will be very hard to win that fight and set up a gov. w/out the US leaving troops there to enforce the laws and so forth.
just my opinion,take it for what its worth

This is not a thoughtless answer.. were there helping 'em kill as many of those camel butt sniffing terrorists as possible. We are not at war with a country. Were at war with a culture, who want to eliminate us... So the war is on!!

Sweetheart, they can't win because it's not a war. It's an invasion and they don't have the weapons to repel the invaders. Bush and his cohorts made sure of that before attacking.
