I got this when I re-installed Windows MCE 2005. I simply chose 'activate by phone' (and this was at 3AM so you can do this ANY time), called, gave them the number, they asked a few questions, to which i answered truthfully, they gave me a new number, and bammo! Problem solved! Give it a shot, it's pretty painless.

You say you installed a fresh legit copy...if the previous wasn't, you may still have problems.

You will have to call Micro$oft. When you tell tham that teh software is not installed anywhere else, they should give you a code to use.
