Surgery is not the answer, it is the lazy way out. People are not the same so what you read about losing them may work for some but not all. I would suggest a more controled diet with less sugers or carbs and much less fat especially saturated fat. Combine this with an excercise routine isolating all sides and sections of the abdominals. That makes your heart rate stay elevated so that your metabolism kicks in and you will eventually see results. It takes time so stick with it but if you can't get your body to burn fat when not excercising then you need to adjust your program.

Ab work outs but touching like knee to elbow, some machines at the gym where you just twist your body with weights. Just work hard on targeting those areas and work them out and they will go away, may take a little longer than other area's but keep at it.

Do windmill moves with light weights, holding your abs tight as you do them. Its always important to keep your abs tight, to protect your back as well for a good workout

It depends... Are they sagging down to your butt or just protruding from your sides a bit?
