The Munster county's especially Kerry and Clare.Kerry has lots of great Mountains to climb,amazing scenic drives,like the ring of Kerry,Dingle where you can take a boat ride with one of their locals which happens to be a dolphin called Fungi.Clare also has some amazing scenic drives through the Burren,the cliffs of Mohor,Alawee caves.

I think it all depends on what you are interested in. I've been to Ireland 3 times, and I think the South is the most scenic. Near Cork, there's Blarney with the famous Blarney Castle & Blarney Stone. There's also Waterford, where the crystal factory is. Dingle Bay and the Ring of Kerry are absolutely beautiful, full of gorgeous views of the sea and green hills.
The North is also very pretty, but much colder and wetter. If you don't mind the rain, Sligo is nice and also Monaghan.
