Cow poopie, Moo pies, Bull s**t, it all means the same and yes it is a typical American phrase to say that something is an unmitigated fabrication.

It is a common expression widely used in this country for which the meaning has been lost to all but a few who are truly intrigued by the study of language. It alludes to a Papal Bull, something Catholics are required by faith to believe. A Protestant, of course, will insist that it is: "Bull," therefore unworthy of belief.

Somewhere along the line some colorful grammarian affixed the suffix alluding to bovine defecation. AND this is no BULL. LOL!

Bull droppings is not usually used, however bullsh*t (the vernacular for feces), is often used when you strongly disagree with what some one is saying or if you think they are lying or exagerating.

Liar: I caught a fish that was 600 pounds.
Respondent: That's a load of bullsh*t.

it is the nicer form of a common american slang

bull "droppings" means bull excrement

the more vulgar version is "bullshit"

it means "nonsense", "not at all true", completely made up

as in, "she tells me I don't pay her enough attention but that is a bunch of bull droppings, actually I am always paying attention to her"

"Bull droppings" is a polite and euphemistic way of saying "Bull ****" which means "Nonsense" or "Udderly preposterous".
