There are actually a number of choices. Tops on my list for convenience, quality of rooms and rates would be the
Woodley Park Guest House. It's within a short walk of the Woodley Park Metro station in an amazingly nice neighborhood. There are some great restaurants clustered right at the Metro station that are worth checking out (Mediterra which has good Mediterranean choices and Jandara for Thai food).The Metro would have you to monuments and attractions within 15 minutes. A nice room with a shared bath is $85.
My next choice is Aiko's Guest House just west of Dupont Circle, which is run by a nice (and very cool) Japanese lady and her husband. Rates there are $80-$90 per night. Your in a very convenient though less idyllic area, kind of hustle-bustle and noisy.
For less glitz, but good value check out the East Capitol
Street Guest House on Capitol Hill. It's 8 blocks east of the Capitol near the Eastern Market Metro. It's one of the huge Victorian Row Homes that line this really beautiful street. The rooms and the house are nicely furnished, and rates start at just $50 a night.

Hotel Harrington is relatively cheep and within walking distance of The Mall.
The Allen Lee is about the same price.. and near the Foggy Bottom Metro Stop. But it is a dump.
For REAL Cheep you have to go the Hostle route. Try the Hill Top which is 1/2 a block from the Takoma Metro

hmm. Cheap and D.C. doesn't mix. I've stayed at the Holiday Inn in Silver Spring. The Marriott in Crystal City. The Rockville Ramada is probably the cheapest hotel i've stayed in. Neither are "close" to any of the monuments per se, but all are relatively accessible by the subway/Metro. Which you should use while touring the area.
But, of course, making friends in the area and staying at their place, is the best.

get a hotel out of town like a hampton near a metro station. It saves you money on the nights stay and the metro is very reasonable. I payed $20 for 3 days in and around the city. Just recently. I stayed in College Park MD.
