A woman's hair can be a sensual thing, thick and wavy, short and spiky, it says something about the person under the hair.
Maybe he likes the texture and shape, maybe he's wondering what it would look like spilled across a pillow in the morning...
Ask him, maybe he's man enough to be truthful!

I have never known a guy to touch a girl he did not like, playing with hair, rubbing your back, holding a hand.
He likes you, he is just testing the water to see if you like him, if you do, play with his hair too....if not ask him to stop.
