Every once in awhile, a resort I go to for vacation will have wires strung from building corners to trees etc and I was told that a certain Jewish group requires these boundry wires for some reason.

That is an aruve that you saw. It is not required, but you need it if you want to carry things on the Jewish sabbath, Saturday.

According to Jewish Law, one is forbidden to carry anything in an open public domain on the Jewish sabbath. In many observant Jewish communities a symbolic enclosure is created to allow people to carry on the Sabbath. It's called an eruv, and there are other types of eruvim as well, that allow certain potentially forbidden acts by symbolic means.
