In almost every case, you need a FFL holder to act as an intermediary. The firearm must be shipped to the FFL holder. The FFL holder will transfer the firearm to you for a fee (I pay $20 per gun).

The only exception to this that I am aware of is the Civilian Marksmanship Program. The CMP sells military surplus rifles (mainly M1 Garands) to the civilian population. The CMP originally was set up by Congress to get surplus military rifles into civilian hands. The idea would was that in the event the US needed people to protect the country, there would be a set of people who had basic marksmanship skills and familiarity with a military rifle.

The rifles from the CMP are not really cheap and it is not really easy to get one. You need to be a member of a club, meet firearms proficiency requirements, and be a citizen of the US. They will ship a rifle to your home without an FFL.

There are online sites like http://www.gunbroker.com & http://ww.gunsamerica.com that have guns for sale on line in the same fashion Ebay works. HOWEVER!!!!!! You have to meet all local and federal laws to own guns and the purchase in transfered through a FFL. So you would bid, buy, have shipped to gun store, pay guy for gun and a fee for transfer plus paper work. They have a full explainer at the sites.

Unless you have a FFL of your own, I don't believe it is possible. I know that an FFL is required to have guns mailed to you. So if you do not have an FFL you will have to have the gun transfered to a local dealer or someone with an FFL.

You can't. You have to go through a FFL dealer.
