I believe that was the closing to the old World of Disney show that he hosted.

I heard that he said this in one of his documentaries on the History of Walt Disney programme. It was something in which he strongly believed- and shared it with his viewers . He says in another quote:

"If you can dream it, you can do it. Always remember that this whole thing was started with a dream and a mouse."

It referred to his own persoanl experience too.
