I like long hair on a girl.

Why? Thinking of cutting yours?
I think either is fine.
But if you've been mulling the idea of cutting it and you've got the features to pull off a short cut, then go for it.
Some girls look great with a short cut, others not so good. If your facial features are obviously feminine and delicate and no protruding parts (ears or nose), you'll pull it off with no problems.

guys like a pretty face for example guys was all over halle berry when she had both long and short hair.

To most guys, it doesn't matter. If she has hair, and he is attracted, either is fine. I doubt you find many guys who demand one or the other.
