Then (for example) if a drunk driver hits and kills someone, isn't he just doing God's will?

This is really a very profound question. We are talking about an almighty sovereign God, and at the same time a loving God, and one can wonder if the two concepts are not contradictory.
Let me see if I can make some sense of it: (I'll stay with your example of the drunk driver):
It is definietly not God's will that the driver get drunk, that he be irresponsible enough to drive, and then that cause the heartache to the family of the person who has been killed. In fact I believe God's tears mingle with yours (figuratively speaking).
So where does God's sovereignty come in?
In eternity past, God new about that drunk driver. He also knew about a thousand other drunk drivers. In some cases, God chose to prevent the drunk from driving. In other cases He chose to prevent the drunk driver from hitting someone. But in this case, apparently, He chose not to prevent it. Why? I have no idea. He certainly did not approve of the drunk driver. That driver was going against His will, but somehow accomplished His will.
I'll take another example. When Satan inspired Judas to betray Jesus, he was acting in rebellion to God. When satan moved the religious leaders to demand crucifixion, he was acting in rebellion to God's will. And yet that very crucifixion, which satan brought about, had been planned by God in eternity past, and it was the cornerstone of God's plan to save you and me from our sins. Does that justify what Satan did? Definietly not. He will be judged for that. It just means that God's sovereignty is so great, it works even through the free will of God's children and through the freed will of God's enemies.

YES... IT CAN be God's will, everything is done for a reason.

If you only knew all the extraordinary evens that happen to me, not only did God save my life over and over again, God took a cops life in order I was free from the bars of a corruption State, court, and prejudging cop.

God works in so many ways, our eyes aren't wide enough to see wide view of all God has in plan.

God was aware that it would happen. but he gives everyone a free will. if you commit suicide right now, God would let you, doesn't mean that it's his will though. we're his creation, not his robots.
