First and foremost,
American Police should drive American Cars.
And Secondly who are you going to catch in a Volkswagen or Honda, besides someone on a bicycle.

Each jurisdiction chooses what they use for police cars. They certainly can use vehicles other than American brands.

These vehicles need to be large so they can carry equipment plus if they have suspects they need adequate seating in the rear compartment.

I've seen police in Hawaii using Camaro's, Cadillacs and even pickup trucks. But they usually drive Crown Victoria's or similar size cars.

So you will not see VW or Honda police cars unless they meet their needs for carrying capacity, speed, etc.

Where I live they use Ford Expeditions for an SUV. I'm not really sure for cars, but it looks like a Chevy Monte Carlo or similar. I would guess the reason they don't use foreign cars is because domestic parts are a lot cheaper to fix and replace.

There are many makes and styles of cop cars all around the US. Most Bigger police units have contracts with certain dealerships and such for vehicles and service of the vehicles. So in one town you might see impala's the next crown vic's and so on. Many smaller towns take what they can get because of smaller budgets and many towns will have different vehicles depending on need. You will see corvettes and lambos in many areas where they have trouble with high speed chases and such
