Same reason girl looks at the size of the package. They look to see if their is more cushion for the pushing.

I think it's ok they stare but they should not make the girl uncomfortable because if they stare like that, then they are bieing disrespectful i think. Men like that have only one thing on their mind! it's also not good manners to do that.
