Because they have to pay to retreave them and documation process fee. Its like a warrent. When the police want to issue a warrant for your arrest. They have to goto court to get an ok to process the warrent on this person and charge the state money for the warrant to be issued

Because there are no funds budgeted from tax revenue for maintaining those records. If you didn't pay, they wouldn't exist.

well someone has to pay for the storage and administrative support used to look after these items... we just contribute everytime we ask for copies etc..

depending on where you go, you can access it for free. if it's in paper form, you're paying for the people who work there, supplies, and overhead costs (electricity, heat, etc.)
