I have looked up a lot of places in your area that you are able to call and report it and get that dog the help that he/she needs. PLEASE DON'T WAIT TOO LONG TO CONTACT ONE OF THESE PEOPLE.

Call your local precinct!! (Your local police station). They can refer you to animal control/ the animal cops. That is so sad. I hope the animal gets help, quick. And the bastards go to jail.
