A skip tracer is not a bounty hunter. Although a bounty hunter and a skip tracer use many of the same techniques of finding people.
A skip tracer can be defined as a person who will locate a specific person or entity.
A skip tracer may be hired for any number of reasons. Such as debt collection, process serving, and even for missing persons or run aways.
Skip tracing can be a very lucrative career. They use mostly public records to find the subject they are looking for. Things like fishing/hunting license, voters registration, DMV records, tickets or court dockets. These are all considered public records.

Someone that tracks down peoples addresses/phone #'s. In other words they find people that have skipped on a debt.
