He neglected to follow orders exactly more than once.
Each time that he did this, there was defeat, and in the case of allowing some to live (through trickery, I might add) the punishment wasnt seen clearly until much later when these people actually went from serving the Iraelites to being their masters.
Disobedience to Gods word, will and way always produces negative results, even if we do not see them immediately.
