Your dog just wasn't socialized with other dogs.

Check out this article if you want some advice on how to socialize your dog.

Shelties are pack animals and thrive on companionship. How old is the dog? Did you socialize him with other dogs (large and small) when he was young? These things are all important with ANY breed. If they are not around other dogs they do not know how to act. Watch the Dog Whisperer on National Geographic Channel and pick up some pointers.
Good Luck

I have a Labrador retreiver that was pretty shy. I got a trainer for general training and asked her about the shyness. We worked with me having a "fanny pack" with lots of cheeze cubes so when Pepper did something right I gave her one. One of the things was to have her "watch" my face as I put my hand with cheeze there. Then, after she learned that, I would say "watch" as we got close to a dog and if she did, she got the cheeze. It seems to take her mind off the other dog. If the other dog was friendly she now is pretty good with them.

There is no sense in trying to make a dog be friendly with all other dogs. Some dogs just aren't social (have never been trained).

i suggest socializing your dog so that he can get along with all dogs, sometimes when they are afraid of a certain breed they fight! try taking him on walks everywhere and meet new ppl, dogs, dog parks are great for this. I take my husky pup everywhere and it had helped her a lot, good luck!

It's like a miniature Collie (Scottish Shepard also known as "Lacy")
and he probably prefers his on race but maybe he could get along with Collie, too...

some dogs are just "people" dogs and cannot be around other dogs without fear or jealousy
