You get tested by a therapist who, if a disability is found, will prescribe proper treatment (usually regular learning therapy of some sort).

Go to a school psychologist. If you're in college instead of K-12, you can ask your school's counselor if they know of the psychologists in that town that help test for learning disabilities, if they do not offer that themselves. Treatment is usually just learning better ways of learning, if that makes sense. Sometimes a learning disability is caused by something physical, and then you might be referred to the appropriate doctor related to whatever is thought to be the problem (neurologist, for example.)

There are a lot of tests out there. My daughter was tested in 1st grade and I found out that she inherited her father's learning disability. I don't know how old you are, but if you are still in school (or the person you're referring to) check with the guidance office and school counselors. I think my daughter's school used a psychiatrist.

Get your family doctor to refer to to a testing hospital. They will test you for all kinds of things ie; IQ, hearing, vision, autism, speech among other things. That way you will have a complete answer to what is wrong if any and tell you what you need to do for help. You may have more than one condition that interferes with your learning.
