As an EU citizen moving to France is not a problem but you need to earn a living - what have you got to offer? Do you speak French? Where are you going to live? - you need money to explore and find things out - if you are on benefits I suspect that you have very little - so in short - until you turn these things around you are not going anywhere.

You didn't mention if you have relatives in Canada, that would be a big plus. You need to find family members or friends in Canada that would be willing to sponsor you. The other road is try and get a student visa. With no means of support it may be very difficult.

Get a student visa, attend school, and seek citizenship after that.
