I would also go talk to someone who already has done what you are attempting. Pick some shop that would be out of the area so that you would not be considered competition and ask to speak to the owner. Have a bunch of questions to ask. Most people in this biz are really accommodating and you might be surprised how much help and good advice they can offer you.
A friend of mine had to jump through many, many hoops and waited for a very long time before getting her liquor license.
