My dog will walk past his bowl of Pedigree and eat flowers,kitty litter,rocks,feces,money. And other things. But if I put canned food he'll eat it. Are rocks,"fresh step" and feces really tastier than Pedigree dog chow???

There are many dog foods that are far better than Pedigree.
If you want your dog to eat dry food stop feeding him any canned food at all.
Put down the dry and leave it and don't feed him anything else.
A normal dog will not starve itself to death. They will eat.
The dog has you trained.
But if you keep giving in and giving something better why would he eat the dry stuff you have taught him that if he does not eat the dry something better is comming along if he just waits and you feed him canned food.
Stop feeding canned and let him figure out nothing better is comming so he better eat what is served.

Maybe. Try changing to good food like Innova, Eagle Pack-gradually though. They are known to benefit your dog more. Maybe then he will prefer his food than rocks/feces.

have u tried dog food? it don't taste good. some r made with real meat but dry food is ..yuck
